Institute of Nursery Studies (INS) Moolai was established in 1986 to promote women's Social and Economical Self Reliance through Pre - School teachers. Activities of INS was curtailed after the Leap Forward Operation on the 9th of July 1995.  INS was revitalised and restructured under its new name "The Institute of Nursery Studies and Gender Development (INS - GD) Reg. No. L 46701 on 15.02.2002 in the Ministry of Social Services and Social Welfare "Sethsiripaya", Battaramulla and initiated a holistic approach beyond Relief and Rehabilitation towards sustainable development as a Non Profit sharing Organization. INS-GD is an Approved Charity by Gazette Notification No.1275 dated 7th February 2003 in the Ministry of Finance.
